Sorry, but only those who have been hand-picked by the creators of Cidade can test new updates before they are released. If you prove your worth, you may be selected to participate in future tests! However, even if you don't get picked, you can send in bug reports in the latest released version by going to "Help" (on the in-game menu) and clicking "Report a Bug". This will still greatly help us and is one of the main factors we use in choosing future beta-testers. Don't worry if your friend is playing the beta version and you aren't, you will still be able to play together. They will be playing on the same version as you. The difference will be that they will have more information on what to test and other stuff about Cidade. We are also considering giving beta testers a special pet bug that will give you +1 in all of their skills.
